Honestly how do they find people who can make a movie this bad?

I mean how can someone get to a level where they can convince investors, actors and studios to become part of a project when they clearly have absolutely zero competence in the most basic levels of script writing, editing, production and direction?Maybe a tax write off? I don't know, but what I do know is that I could honestly have done a better job filming on my I phone, with a script I wrote in 45 minutes, Casting my uncle Norman and his mates in the lead roles.Someone invest 1million dollar's please, I guarantee I'll do better than this.
